The touch system is not always reliable,consistent and responsive.
It may be the resistive touch technology or a compromise between supporting both touch and inking features.
For a handheld where you want touch to be the user interface, I am quite prepared to turn off the ink features if this is compromising the reliability and response of the current system.
I also note that Windows mobile has similar problems.

But there are also devices where inking is more important, for example for acquiring signatures.
I am not sure if supporting both is the problem here, because you can actually switch between InkOnly and GestureOnly.

This proposal was accepted by the NETMF team as a bug and addressed in 4.1. If there are remaining issues, let us know.
